• The provision of a wide range of the highest quality services to meet the needs of traumatised young people "looked after" by Local Authorities, in order to ensure they can access all of their human rights.
• The rigorous demonstration of value for money, in order to protect the interests of society without compromising the needs of the most vulnerable.
• The recruitment of staff and families with the emotional capacity to meet the demands of emotionally traumatised young people without compromising their own needs.
• The encouragement and development of personal responsibility amongst adults, in order that they provide attractive, mature role models for children.
• The acknowledgement of the inevitability of change, and the recognition of individual strengths and limitations, in order to ensure a culture of innovation.
• The valuing of diversity and challenge, in order to develop a dynamic culture.
• The prioritising of the ethical element at every level of decision-making.
